MWL project is addressed in the first place to EVS volunteers with fewer opportunities on social, educational and financial level. People with this kind of fewer opportunities are most likely to be at risk of unemployment, which is considered as fewer opportunity itself. As the project offers chances of gaining skills that can be useful to find a job later, the selection includes: finding unemployed youngsters as well as early school leavers, that have at least basic English language skills. The selection will be in two rounds: first in home country, by sending organization, using CVs, motivation letters in national language and recruitment talks that will include description of sensitive life and work situation. The second round will be an online / phone interview with coordinating / receiving organization – on the basis of CV and motivation letter in English language, coordinating organization interviewing EVS volunteers regarding his/her needs, previous experience as volunteers, motivation in spending volunteering stage in Romania, intercultural learning, learning languages, living alone and other important aspects. After passing both the stages, EVS candidate becomes EVS volunteer.
Competences connected with languages and non-formal learning will be the most developed by EVS volunteers of MWL project.
In years of hosting EVS volunteers and coordinating EVS projects, Millennium Center has elaborated and verified in practice the steps of development aimed to achieve the YouthPass competences through gaining skills and abilities in relevant areas. This is added value of each of our EVS projects – that volunteers can clearly see the way through the competences and steps which led them to it.
Mother language competence will be approached through:
• Comparing own and foreign language
• Communication skills by using mother language in practice, for example naming needs and feelings
• Attitude towards my own language
STEP 1: Level of awareness of own language position in the European family of languages
STEP 2: Noticing the differences between languages and finding similarities
STEP 3: Taking care of own language’s grammar to remain clear while usage of other languages
• Teaching mother language to the others (reminding grammar, understanding core of our own language, basics, finding new things by teaching it)
STEP 1: Knowledge on non-formal education methods to teach the language
STEP 2: Teaching target groups with the usage of non-formal education
STEP 3: Teaching peers with the usage of non-formal education
STEP 4: Having an influence on Romanian speaking persons regarding native language
Foreign language competence will be approached through:
• Communication in working language of the project: English through speaking, reading, listening and writing skill
Level of English: in steps 1 – 7 below
• Learning Romanian as new language
STEP 1: Simple words
STEP 2: Simple and relevant for every day usage phrases
STEP 3: Ability to ask for direction, make shopping and ordering the taxi (understanding the answers)
STEP 4: Ability to explain who am I and what am I doing here
STEP 5: Ability to have a small talk
STEP 6: Ability to have conversation on the chosen topic; telling a jokes
STEP 7: Ability to understand particular terminology – relevant for work
STEP 8: Integration with Romanian speaking team
• Understanding not only words but also meaning behind them (intercultural understanding)
STEP 1: Ability to recognize this meaning within own languages
STEP 2: Ability to recognize this meaning in foreign language
STEP 3: Ability to transfer intercultural meanings of words to both languages
• Express feelings, opinions and not only daily usage of language
• Attitude towards other languages

STEP 3: Taking care of correct grammar of own language while working with other languages
Mentioned above competences with their steps of development will be commonly available to achieve for all beneficiaries of the MWL project and all its target groups, meaning: EVS volunteers, RO volunteers, kids, youth/adults and elderly. In selected activities and areas the accessibility of particular skills and competences may be dependable of personal preferences of particular people.
Other competences available to achieve in the project for EVS volunteers are:

• Managing every day life budget (shopping, comparing prices, calculation in foreign currency)
From digital competences:
• Usage of internet, e-mails, websites
• Information in native / English and Romanian
• Usage of photo and video camera

• Ability to arrange digital materials for the purpose of the project
• Promoting the project with created digital materials
From learning to learn:
• Understanding own learning needs
• Preferred learning styles and methods, effective learning
• Planning learning process
• Motivation to learn
• Attitude to learning
• Recognizing opportunities for learning
From interpersonal, intercultural, social and civic competences:
• Intercultural sensitivity
• Attitude towards others and other cultures
• Ability to communicate with others (respecting different point of views), non-violent communication
